If you want to learn Japanese, I'm guessing it's obviously because you want to use it to understand the things you enjoy such as vtubers, movies, manga, anime etc. Anybody who proactively taught themselves Japanese will fall into this category. Now imagine if I said to you "How about you just learn Mongolian instead of Japanese?" you would say no because it's fucking pointless. Japanese people are taught compulsory English in schools, they spend 8 years of their life hating it. When school is finished they get to leave it behind and continue the rest of their lives enjoying the plethora of media and other things using their native Japanese. Native English speakers do the same thing.
tl;dr. Japs are shit at English because they don't need to use it.
