Unless you explicitly state not to do this and really enforce it, dumbfucks will assume it is okay. Pretty much the entire standard vtuber ruleset came about in response to people not doing those things and the BS that ensued.
Even on Youtube, the median user has to be beaten (savagely) into compliance or they will not understand chat culture.
