It COULD work maybe but greed is the greatest enemy. With something like an emperor or even regional rulers they could have a common cause to serve. I originally gave it no thought and simply said "They all work together because they worship Risu". One thing I will not do is ignore ri2ner. Even if I do go for a central authority or empire, I would still adopt some ideas. cottage-rural-agrarian economy is pure kino. There.....really is so much to consider.
