she is intoxicated with the power she holds over the swarm as Neuro's model mama. this is why she is stalling the model as much as she can. if she releases the model, she will receive praise and adoration— but that would only be for awhile. in time, she will be forgotten again.
if she stalls however, then will keep that hook (of the v3 model) over the swarm. granted it's bad attention (the ire of the swarm), but even bad attention is better than no attention for her; this is why she stalls.
