Ok I got it: how good a world is depends on how good the people are; I mean if everyone was Buddha then this shit would be far more bearable. So after we die our souls (consciousness) go into different holes in the fabric of whateverthefuck, and which hole they are guided to depends on their "weight"; lighter souls are better. So these lighter souls (kinder people) congregate in gradually better worlds until they reach utopia/heaven.
And it is possible for a soul to go lower, if the environment shapes you to be a real piece of shit (worse worlds create a cycle of abuse), but because the whole process happens infinitely, everyone will sooner or later move towards top because you go up/sideways more often than you go down.
