Just because people have been moving to cities since the 60's or so doesn't mean there still isn't plenty rural and small town folk facing a future in a vicious cycle where the languishing local economy and lack of opportunities causes more people, especially the young, to leave for big cities leading to an even more languishing local economy and lack of anything whatsoever to do that causes even more people to leave. As for Tokyo, it's simply the biggest city with the Hololive studio and almost every sponsor or other collaboration partner likely has at least a branch office located there.
