Because of that it automatically turns to Russian game bad, but from what little I understand of the country it's not like there's a huge AAA game development scene there. So because of that they have to seek funding through alternative sources, and it just so happens that higher up in the technology sector you go and especially amongst rich people there, the more you will inevitably rub shoulders with people with ties to the government. And this was before the game even came out, when it was a promising indie game in development hell before French publisher Focus Interactive got on board - much less before the war in 2022 and the devs fled to Cyprus.
While people want to crucify all the devs for the war and them not wanting to be political, it's worth noting that the devs probably don't support the war or 100% believe their government like other people in other countries in the world. But they cannot speak out for fear of censorship, or in some cases even arrests/political crackdowns, which is why so many Russians are leaving there to begin with.
TLDR; eastern europe is fucked, very little has to do with the game. Just slacktivism on twitter to feel good.
