I think you have it half right. keep in mind that hololive started out "relatively" small at some point, and did it back when there weren't many experienced riggers, and they ones that were experienced, despite being low quality, probably still charged a lot. As years go on and the riggers/tech gets better and better hololive will be kinda stuck in a place of having new gens with better rigging, which would affect older talents, or redoing all the older talents, which could be pretty expensive. In addition to this, changing up the rigging on someone can sometimes be negative, even if it's objectively higher quality, there's gonna be a period of adjustment after watching the same style of rigging over and over. I just don't think there's really any reason for them to improve the rigging, people are gonna anti hololive either way, and people who already watch them obviously don't care.
