Luca has made it a focus, as been specific, has recently said stuff like he wants to grab hips/ass and fuck it (in so many words, not exactly but heavily implied), and even was beginning to talk about weight.
It really boils down to:
Vox knows the power he holds over his audience.
Luca does not or at least pretends he doesn't. And that alone is scary.
