Massive fallouts have already been occurring over the past 2 years and so much hope has been placed in Cover since it simply just never reached hololive (until now possibly.) The status of "affiliate" being officially instated might be double-standing as a clarification but also a last-ditch resort for stakeholder damage control if Fauna really announces her departure literal days after Chloe. It's public knowledge at this point that they've been increasingly demanding, and some EN members just might be disillusioned to the position now
