Gura had a combination of top tier singing skills + entertainment skills + western meme knowledge + being extremely free from drama --> which is what made many people become fans of her during the pandemic.
The leeching attempts from e-celebs and all the shit thrown at her for "pedo bait" or whatever, simply exacerbated her mindshare.
Cover's fabled recruitment team has been the same since Myth, but people's standards have risen to a point that a solid generation of talents (Advent) are considered merely "adequate".
You can't deny it, because no one really calls any of the Advent talents as "superstars" on the level of Gura.
That level of growth may never be reached again, and yet it WAS reached at one point - so everyone that comes after will continue being unfairly held to that standard by the audience.
The numbers also reflect this very interest. Two months after debut, Council streams only hit 10k when there was some buff stream happening - whether it was unarchived Karaoke, Kronii Minecraft or a 1 POV collab.
This is the same for Advent now - Only Suika game streams, or certain Fuwamoco content gets 10k nowadays. In addition, a lot of these peaks are even inflated thanks to raids being available now (Fuwamoco's DK 10k and Nerissa's Terraria 10k were both from raids).
Early Advent is 100x more polished in their streaming ability, content delivery etc. compared to early Council, and yet their numbers have stayed where they are.
Because while all of them deliver good entertainment for certain niches, none of them are as much of a superstar as Gura was during her prime in terms of getting new eyes on to the hobby.
