Towa does fairly fall into the energetic category like her design suggests, brat?, maybe not as much, but I never really got that strong of vibes from her design personally, more so about her being playful and a cutesy kind of cool.
Those physical traits you mention are done vastly different in execution so it's not fair to compare them like that. Towa's lends themselves to the cool side of things but in a sense where it's like a child trying pick something cool, Subaru's never really gives that impression. That sort of coolness, but not really, fits in really well with how Towa is.
