In that time, Council searches the entire world for a beast that not only got away from them, but also was able to screw them over royally. As it was able to take away what meant a lot to them.
The Council searched everywhere while history played out in front of them. Numerous times they encountered it, but it always managed to slip away with every battle. All of these events happening under the nose of a developing humanity
