People don't watch shorts the same way they watch normal videos, in a series or clicking the "shorts" tab to see all of them, they watch what YT recommends them. Even huge shorts creators can get 5Mil+, then a 30k, then 5mil+ again.
And in that regard, people with fewer shorts are also useless for this metric, and you can clearly see Kuzuha's problem. His thumbnails and topics suck.
There are several dance challenges among his recent shorts, but only the one with his actual face on it and an interesting pose got 1mil+
