Kiki had the idea of an industrial district far away from spawn. Why not do it in another dimension? There are like 5 mining dimensions that have overworld like spawning and are basically unused. There is a void dim that would be easily to use for it. And there is any of the space dims that would be really thematic, we could use mars!
