People selling concert tickets at cheap prices KNOW that they're selling far, FAR below the actual market price for the concert, so the people that buy legit tickets are basically getting subsidized tickets that the artist is selling for cheap so that their reputation is good among fans. Think about the uproar if a performer ACTUALLY DID sell their tickets for the market price of like hundreds and hundreds of dollars a seat. It would be hell.
But they still need to make money, so the venues (who also know they're getting fucked on this) sell themselves hundreds, maybe a few thousand tickets on the cheap, distribute them to scalpers, and make the money via the aftermarket sales, then cut the artist in on it to keep them quiet and happy.
Fun fact: That's actually how Hololive lost money on Connect the World. Because there were just TOO MANY real fans, the venue wasn't actually able to dilute their scheme and distribute tickets to scalper plants in any real amount, so the entire venue was filled with fans who bought subsidized cheap tickets instead of actual market rate tickets.
