Assuming Cover's overall business model is moving towards IP management (which is altogether soulless but makes a perfect business sense), their #1 problem to solve is "how do we farm IP recognition"? I think there are two main reasons as to why they're moving from streaming as the go-to method for that:
1. Streaming is not quick, it's time-intensive, and when you stack other work on top of it, talents start burning out;
2. It's actually pretty hard to find enough multi-talented people. Cover at this point is asking for a very wide profile: good streamer, good singer/dancer, not a menhera etc.
I say timid, because dev_is is neither here nor there. I'd think either of:
A. Ditch streaming altogether, e.g. have Niko do the *exact* same content her RM used to do but with a vtuber model on. Center on tiktok or whatever, I'm not their brainstormer. Instead Cover is still having the dev_is girls stream even though it's clear they're not supposed to main streaming.
B. If you're so concerned about austerity, make a sort of a streamer breeding pool/academy, somewhat like a franchise deal. The chuuba gets access to a sub-brand of Cover; Cover itself isn't obligated to spend any appreciable amounts of money except the screening process.
