Basically sukisake is a dumb zoomer term. It means someone that is being distant or avoiding the other party, because they can't admit or confess they love someone, and start acting distant as a way of coping or because you can't think of what else to do.
It can end up being detrimental, causing the other party to think you hate them for being so distant, or something similar.
It can start with something as simple as stopping liking someone's tweets, something which caused Beatani to mention the term apparently.
