He verbatim said "I just want to hold it and see how it feels in my hand" with no thinking of storage or anything which gave me major red flags, good thing he's a Califag so he can't buy a gun easily so that's why I actually have a formed answer now.
For new, Ruger has a few .22lr "classic cowboy revolver profile" revolvers that'd be fun; avoid the Bearcat (frame is really bad potmetal), the Wrangler is ugly (imo), but the Single Six is good to go and a fun cowboy LARP (can even have 10 shots in the Single 10 version) but a bit expensive, the S&W options are great (but incredibly expensive), Heritage Rough Riders are sound mechanically and stupid cheap (they are made of the worst potmetal ever though, so they're a "buy and throw away after a few thousand rounds" gun) and the Charter Arms Pathfinder is a nice option at a lower price point (~$400 in store). You can also find used S&Ws from the past 100 years that are phenomenal, the Model 17 (and 18) are the best (and the 17 gives the full "Dirty Harry" aesthetic, it's on the same frame as the 29).
