Cover would shield you/enemies from attacks but potentially get damaged/destroyed depending on what it was. Overwatch would be something long range attackers would get where they could designate an area on the map within line of sight they were readying shots at. Enemies moving in the overwatch zone would get immediately hit with the readied shots every time they moved in there. These shots would also have higher chances of critting. Areas protected by cover can't be overwatched, and the attacker wouldn't be able to move or do other things as long as they maintained overwatch. Also damaging the guy or visually obscuring the overwatched area would dispel it. Now that being said...

His kit is highly tailored to exploiting overwatch rules and being difficult to find while he headshots people from across the map. I imagine he would be the one eliciting the most salt. If he finds himself on the front lines, Gibby would still be strong with some melee skills but it would be nowhere near how fiendish he would be in ranged with proper setup (that his comrades will try their damnedest to provide)
