You're basically just joining a group while doing your own thing.>They won't make you sign a contract and give them anything yet but probably will in a few months if you want to stay in the group.The way I see it they're just trying to get vtubers with a pre-established fanbase to sign up so that they can start charging them for being part of a group in a few months. Realistically if you're new there shouldn't be any downside to applying for this and then just leaving after you've gotten the potential initial interest popularity from being part of a new agency and they start asking for contracts.
Though if they do end up asking you to sign a contract I'd recommend against it as they're basically giving you nothing for it.
