There is a big random component on streets because of the sheer amount of guesses, so losing one entire match against someone 200 or 300 MR lower than you are isnt that uncommon.
If you win against them, you get 2 or 4 points, if you lose against them, you lose 11 or 13 points even: this means the smaller the player base, the harder you have to grind to get points, and the easier it is to lose them
A player in japan of 1600 will always find other 1600 players to play with, a 1600 player in SA will be mostly matched against 1500s, 1400s and 1300s, and some those 1500 are spic kung fu ojisans who have been playing Ryu for the last 30 years who dont have time to learn the match ups or play the game much but have immaculate footsies from the arcade era and will whiff punish your lights on reaction and your only hope is knowledge check the fuck out of them
