Because it's easier to imagine a cartoony villain behind the scenes and get mad at it, as if it's a black & white situation where if we just got rid of that one problem everything would've been fine.
But the truth is likely a lot more complicated behind the scenes. A lot can be attributed to how big Nijisanji is, and even if the managers and their managers care with all their heart there are just things out of their control.
To make things better for NijiEN, you'd have to change the Japanese work culture and restructure the company. This is a problem you can't just fix by getting rid of a guy or changing one thing.
So please, stop narravitizing the situation so you could have a convenient strawman to get mad at. Try to be realistic even if that makes you more sad to think about.
