if you manually run ad breaks you still have to fit into that 3 minutes of ads per 60 minutes or prerolls run.
Unless you can provide documentation that states otherwise.
You can only cap out at an hour of disabled prerolls by doing things manually, which will still require you to just roll ads out in an inconvenient manner.
