It also counts if the vtuber themself is a full on Japanese style hero robot (not just a pilot or a supposed cyborg), chuuni as fuck, and skilled enough to pull off being constantly in character (like WAGA-chan), in which case it falls under the category of "cool robot does fun things" and warrants its own thread for being unironically /m/. This should all go without saying.
In the case of OP's pic, it's literally just a fanart parody that doesn't deserve its own thread beyond of an /m/ parody art general. The chuba hasn't even debuted, so there's no basis for even considering her /m/ fare given that we don't even know what her likes are or what type of content she'll be creating.
