I expect a lot of rules that are generally precedent-based.
For example, you can't just order them to have sex with you or threaten them into it, but they're heavily incentivized to do that anyway.
Groping is fine and expected but keep your hands over or under their clothes, baring them just for groping is public indecency. Checking if they have regulation underwear is fine though.
Slapping their butts is fine and expected, a maid should be able to carry a tray of glasses and not have any of them clink when slapped.
Spanking them is fine but it has to be for something specific. The procedure is to call for another maid that has to (gets to) watch and can ask you to stop if she thinks the other maid has had enough. This is easily abusable if you punish two maids at the same time and they shift blame between each other.
Impregnation is 100% not okay, what are you doing.
