Now that she's revealed her goals and what she wants to by being indie. im pretty sure that her menhera break in July 2019 is due to Sora's announcement a week before where she announced her first (and hololive's first) sololive which was set for October the same year.
Now why would aqua be bothered with that announcement that she ends up doing a public complaint? it's because she felt she was wronged by staff for giving Sora a sololive instead of her, who at the time was arguably more popular than Sora. It's a very immature thing to be upset about, but she wasn't even 20 years old then and by her own words in 2024, she admitted she was being very immature back then.
She ends up taking a 'break' for just a week, which means it's likely that at the time management agreed quickly to her demands as she was their highest earning talent then (in terms of SC, she took 1st place in 2019 in the entire platform).
As a result, Aqua's first sololive was announced just a year later in mid 2020, this is also Hololive's 2nd sololive after Sora's first one.
After that, Aqua's 2nd sololive took place around 1.5 year later in early 2022. A very fast turnaround considering these things takes around a year to plan and prepare, it does help that the sololive queue just weren't as crowded then as there weren't many interested members that can also afford one.
Its been 2 years after her 2nd sololive and for someone that might be looking for a third, the queue is now too crowded and she were likely told to wait 2-3 more years for her next sololive.
The situation is even more frustrating for her if certain members like Sora and Azki gets to ignore the queue altogether probably because of different management, situation, or contracts.
