I agree with you that the police have been pretty bloody awful at their job, but it's a two way street that both need to meet in the middle for. The criminals are trying to treat this like an Apex tournament, and the cops forget they're cops half the time, and then both get forced into team deathmatches against one another with no build up or stakes; shit just happens without any consequences or tension.
I think something that really would have helped with the RP is if one of the gang members was an informat for the police, or if someone like Polka would report stuff to the police so they could set up sting operations and busts. Both sides should be pushing and reacting, not just one side doing shit and the other side reacting. Also the criminals need to commit minor crimes on other players more so it actually encourages players into cooperating with the police, since right now the police have just been useless assholes that commit vehicular manslaughter and imprison innocent people.
