The dungeons are all mostly pointless, there are barely any rewards at the end like a unique item or loot chest, so people playing have less reason to go through them. They start feeling really samey too, like "here's a cave with night stalkers, here's a cave with deathclaws" and so on. The game's quests don't send you across the map either, they're usually always self contained to the area you're in. I get the game was rushed, but exploration is most of the the fun in Bethesda games.
OWB solves all of this though, the dungeons all feel different and there's a ton of neat unique items to get from them
