He really is a goofy, sociable extrovert, but he's also the kind of person where the joking and airheadedness is actually just hiding how incredibly smart he is. For example he memorized the entire manual for Keep Talking and Nobody Explodes in just two days, and learned morse code in three. In the context of the altar boy Fuuchan story I think Nagao would be amazing as one of those chars who seems harmlessly fun and a little dumb, so everyone loves and trusts him, only for it to turn out that he's actually extremely manipulative.
