Morrowind is probably the most imaginative setting but melee combat is the worst in the setting, it at least has most magic of Daggerfall
Oblivion is good when it's creative but any long term play "as intended by developers without external knowledge" will result in awful characters
Skyrim is good enough that it's been re released like 7 times and has a bunch of porn mods
