That doesn't seem like what they're doing for the most part, at least not for EN. Indies sometimes wind up running circles around Hololive chubas in terms of assets and entertainment value.
I'd also imagine a lack of model freedom disincentivizes the chubas form spending their own money on an IP they don't own, presumably deterring investment in their own brand and causing them to lag behind even further. It's anti-competitive and anti-innovative.
That's why the walled garden causes stagnation, and why branching out may be their only hope to retain relevance. It's because within that garden, the caretakers seem like they're letting it fall into disrepair.
