Just look at his first rule: he will be timing all turns. Fuck no he won't, that's a lot of work and prone to mistakes and not appropriate in some situations; it would be much simpler to go by rule of thumb and people just suck it up, but he doesn't want his decisions questioned (you had 60 seconds, I timed it, it's not my fault). This is a huge red flag that he's dysfunctional and starts conflicts, but he "hates conflict" and can't stand up for himself without throwing a tantrum.
