SC isn't also a stream by stream thing you can just turn off and on, its an account setting. The monetization setting is just for ads during and on the archive of the stream. They are going into their account and turning off superchats before the stream and they have to turn it back on afterwards.
So this is 100% something from either the game developer, or cover.
