I think "fat" for Gura is just being a normal weighted girl due to how small and underweight she usually is. And since she's naturally flat chested, I don't think she'll have more than just a slight bump on her booba. Think about going from AAA cup to AA, she'll still be mostly flat due to how underdeveloped and small she is
