The lack of streams and content lead to some fans drifting away from the fandom or watching liggers/nijis/smaller corpos/twitch whores instead. There also just wasn't enough concerts and big box events during the first couple of years in general.
Imagine if most of the JP first army had half assed things for 2-3 years and then graduated. That's what happened with EN. Tourists still like to glaze those 4 or 5 SNOT minecraft collabs that they did, but JP had story arcs and content like that on an almost daily basis for the first 3-4 years.
