It just so happens that websites on the Fediverse, like Pawoo or Baraag, were made specifically to remove this leverage by making each site interconnect with each other. Imagine one big Twitter composed of several smaller, decentralized Twitters that talk to each other. Since each community is hosted on a completely different website with its own URL, and you ultimately can't tell people how to run their site (unless CP is involved I guess), you're forced to block the sites you don't like. I think federating with other communities is an opt-in thing too, so retards on a malicious instance can't just spam your users without you explicitly allowing them.
That's my very shallow interpretation of it, anyway. My point is that if all NSFW artists were to ditch Twitter in favor of fediverse instances, there's no amount of moral policing that can stop them.
