A lot of people blame Magic for the change, but as the license granter it was LotR that had final say in any and all changes. The set also released in between seasons 1 and 2 of the Rings of Power tv series, which had a lot of black characters.
Aragorn in particular has been raceswapped in an adaptation previously, in the animated movie from the 70's.
