When people in this game say "god" they mean something on the level of Marika, and when they say "outer god" they just mean "pagan god" that isn't Marika.
Greater Will hoever is something beyond gods. The only things on that can potentially be on same level in this universe are probably only celestial bodies like Dark Moon.
