Our thought was that 2-3 equatorial provinces would be appropriate, that is usually equivalent to a large european country. Provinces closer to the poles are smaller, so countries there might have more provinces, and worthless territory like tundra, deserts or harsh mountains should also logically be compensated with more provinces. But that is just my opinion.
