An Mp4 with a static image still requires a sync license since it is video content, so you being hung up on a MV is quite retarded, especially when 99% of Holo covers are just a fucking static image with the lyrics and some Adobe Effects, but here if you insist it has to be exactly the same quality level as a fucking Holo MV, here's two examples from a Japanese company, including one of the more difficult songs to license in old Taylor Swift music, and a bonus song of See You Again that Cover had to pull down a meme video of FBK's because licensing is hard :(. You still also haven't even looked at what is actually possible through JASRAC. Here's an example Disney song with that nice little video box showing a circle to mean it's okay to make a video cover.
