They can shit up her chat, always get read and never get banned, DM her and threaten her whenever they want, etc. Shit-talking these streams is actually a great way to end up on the mods' spreadsheet and get banned repeatedly. Makes them feel important, I guess. Other kinds of streamers are mostly treated as pests.
If they ever say they're banning something, it's because other streamers rallied against it and admins stepped in, but after about a week it's back to the status quo.
