Two people in management, the person who onboarded her and her manager during training (F), are her first contacts into the company. But then she's surprised when her actual, assigned manager turns out to be a new hire (M) who himself has another, different manager (F).
Her two direct managers are incompetent and leave Zaion feeling miserable and frustrated, so she reaches out to her original managers. One reassures her about her concerns and she feels better.
Her direct managers then tell her that reaching out to the other managers in this way is part of why she's suspended.
So the rrat is that the manager's manager is Elira, the managers Zaion reached out to were upper management in the JP branch (because Zaion can speak JP and skip using Elira as a liaison), and by hopping over Elira's head she infuriated Elira. But it also means that Elira is in a position of seniority over the actual managers of EN, unless the male direct manager is also a talent.
