Like instead of having everything run by steam they are mostly powered by chuubanite instead. There are also ways to "balance" them by having ingrained social norms that limit their production as well. There are ways to make sense of a significantly more advanced nation, it is my personal belief that we should stop using a rigid scale to measure the technology of the world. It has a little bit to do with my philosophy of history as well I guess. Since it sort of falls too much into a western centric world view, that everything just exploded in the 18-19th century, when some of the new methods and knowledge discovered already had some precedence way before. We need to model an entire globe, not just a continent.
