People were deeply unsatisfied with the result of their first auditions and they slowly rebuilt their reputation over the next 2 years (all the ex nijis going to them and saying how much better it is at vshojo definitely helped them). If they close these auditions with a "None of you were good enough" then people will shit on them for months. Imagine the PR nightmare.
Zen said she wants to push for 3 new members in EN, but Zen is Zen and Zen doesn't make the decisions. I don't know if vshojo has the resources to take on 3 new ENs and at least 1 new JP at the same time.
Realistically they probably need 3 JPs more than 3 ENs because with only 1 JP they're not breaking into the JP market and that JP talent will feel alone and isolated. If they're playing it safe they'll just get Sushidog for JP, but that's a JP streamer targeting the EN audience like Henya, so they're not getting a foothold in the JP market like that.
