as for a trade tribunal, there should be a checkpoint halfway on the big road so having an embassy there where each nation can have a represantive should be fine for such a purpose i think? there we could also set down in paper the general rule that nations even outside of alliances are agreeing to cooperate against any attacks of outside forces not part of this agreement
and one last thing, if i understood it right /2434/ wants a road connected to panrong right? i think you rather want it connecting to the big road between Ceres and Demeter sicne that is the only actual road there, the rest is basicly well traveled dirtroads since risuners have no need for "real" roads
also if /2434/ is interested, /vrt/ would be willing to agree to an agreement where if /inf/ ever goes haywire we would be interfering to either settle any conflict peacefully or at least buy enough time for /2434/ to brace itself or potentially withdraw with their stuff safeguarded and in return /2434/ promises to either help settle potential disputes if we ever get big problems with /inf/ or potentially set up a port office at what new town /2434/ would build. this would give a bit more of a safeguard on the eastcoast.
As a sign of good faith for this we would also like to add to this an agreement of lowered taxes to a small degree as to inspire trade between /vrt/ and /2434/
