HoloID is in the worst place due to the accumulation of internal bad choices and external factors, and it only makes things worse when they run afoul of the government behind the scenes. But, Big Brother is nice enough to offer HoloID some carrots if they want to survive. Totally coincidence, JKT48V is also in the worst place for reasons, and the factor that JKT48 usually favors the main flesh members.
Then, something big happened. The Hololive ID and JKT48V merger happened, overseen by Menkraf and the Japan Foundation. Both COVER and the 48 Group give their license via a local company financed by one of the local oligarchies. AKA Virtual is still helping with the technology, as they did with COVER in several moments.
Now, the new Hololive ID - JKT48V group has a new purpose: to become the Japan-Indonesia bridge (totally not "Cool Japan" soft power projection) via idol culture (with some adjustment). Less emphasis on degenerate jokes, more wholesome content, rivalling that of Fauna or Pillowdear. No more direct anti-government propaganda like Pia did. Some members who don't align with the new vision are being gracefully released.
