Ina is the better artist and wouldn't see Sana as competition, she also recommended her knowing she would be using the brown girl model. Ina isn't stupid, she had seen what being brown did to Flare's subs and still did it. Why would she do this to her own friend? Did she need someone she already knew she could talk down to, someone who would trust everything she said no matter how ridiculous? ...It's almost like Ina was afraid she'd lose takos so she made sure at least one of the council members couldn't be a threat. Pretty ironic that Ina would go through all this effort only to slip up and tell her takos they're all worthless nerds good for nothing but filling her bank account.
