It's basically a Discord server and Twitch chat to type things in all caps when they happen on stream. And when you point that out, someone else thinks it's genuinely one guy replying to himself.
I said it before and I'll say it again. Simply posting "[Insert your oshi here] cute." is all this thread is really for.
