It's not Xi who would get mad at vedal/neuro actually. The way it works in bilibili, is you have a set of guidelines set by bili2 itself (to avoid getting reported to the CCP).
Also there's a chance bili2 would try to copy/steal neuro if she gets popular, or at least try to gain control of the CN streams themselves. (kinda what happened with hololive back then)
Seething antis can also manually report a streamer to the CCP. So the authorities do not actively go around looking for troublemakers, but rather only look at reports from offended chinks.
In the CN event, the government had to tell the spammers to fuck off and stop causing trouble.
